Pollee was incorporating as a Co-operative under Australian law, acting as development group and rights holder, for a freely distributable franchise based on the Model Rulebook / Constitution. However, this was stymied by obstructive WA State Laws that would not recognise a Rulebook that held a board of management accountable to the membership on ANY decision. This wasted 2 years and several thousand $$$ in legal fees.
The model now proposed is that of an Ethical Corporation because, unsurprisingly, while more expensive to run and maintain, has no real restrictions on the rules regarding management structure and relationship to shareholders. This means we need to encourage people to become shareholders and that requires an initial board of directors. Problem One - legal requirements mean that now more than ever a Director is held liable for the decisions made by the board and any losses can be recouped through liquidation of a Director’s asset and property. Unsurprisingly my associates do not have the wherewithall to risk, unlike me, I have nothing of value but an idea that’s priceless.
Our aim is to create a Digital Democracy environment that employs professionals to create and curate content used by members to stimulate debate, encourage and nurture contribution, to make decisions within any constituency they have a legal right to vote in.

Our project is building on this foundation, incorporating a professional class of employee, Informarian, to replace the often voluntary role of Moderator on social media sites and within Consul, to act as moderators of discussion and debate, to be the authors of the reference information that inform a proposal or a vote, to be the help and assistance we all need in expressing our ideas and working with the tools.
We use a simple bank transfer of 55c from each voter to provide the means to securely and accountably transfer the vote information between voter and the Cooperative that hosts the issues, debates, receives the votes and publishes the result. This trickle income stream helps pay for the professional services of the Informarians, pays for the software and services that free us from the grasp of the personal information for service corporations.
